- Horizon-1 (H1): CW identifies entrenched systems and initiatives embedded within "business as usual" logic. This mapping includes the stories, narratives, and governance structures that reflect H1's limitations, helping stakeholders understand the systemic barriers that must be overcome.
- Horizon-2 (H2): CW highlights emergent initiatives that challenge H1 and foster innovation. These H2 efforts are supported through collaboration, capacity building, and knowledge exchange, with stories, narratives, and governance processes guiding their evolution.
